Local Letting Policy 1

PROPERTIES COVERED BY POLICY

  • Lynwood House Development: 20 two bedroom apartments, for over 55s - some wheelchair adapted.

CRITERIA

  • To take into account rural or city centre related issues with regard to demand and affordability which would include a local connection.
  • The planning regulations for the redevelopment of Lynwood House included a covenant that the development would meet the needs of older persons from the local community.

For the purpose of allocations to meet the local area, the village boundaries of Lanchester, County Durham will be the initial catchment area

Thereafter, if no applicants with a local connection to Lanchester have bid, priority will be awarded to applicants currently resident in the former Derwentside District Council boundary area. If no further bids are received, the area will be widened to the County Durham boundary area.

If the Local Lettings Policy requires local connection the following criteria is in place:-

When an applicant or member of the applicant’s household (who is to be rehoused with the applicant) is:

  • Currently resident in the area or; has left the area within the last 6 months and has lived for a continuous period of 12 months prior to either their date of application; or the date that they left the area

And/or

  • Currently resident outside of the area who supports or requires support from someone who has been resident in the area for at least 2 years

And/or

  • In continuous full or part time work in the area for at least 12 months prior to the date of application. Part time work means a minimum of 2 full days per week.

Local Letting Policy 2

PROPERTIES COVERED BY POLICY

Properties within the following area will be allocated via this Local Letting Policy:-

  • 12 new x two and three bedroom properties at College View, Esh Winning

CRITERIA

Properties within the specified area will be let in line with the following criteria:-

When an applicant or member of the applicant's household (who is to be rehoused with the applicant is;

  • Currently resident in the area or; has left the area within the last 6 months and has lived for a continuous period of 12 months prior to either their date of application; or the date that they left the area

And/or

  • Currently resident outside of the area who supports or requires support from someone who has been resident in the area for at least 2 years
  • In continuous full or part time work in the area for at least 12 months prior to the date of application. Part time work means a minimum of 2 full days per week.

Local Letting Policy 3

PROPERTIES COVERED BY POLICY:

  • Mason Gardens, Chilton

CRITERIA

Properties in the specified are above, will be allocated as per the below criteria (in order):

  1. Priority to those applicants who have a local connection to the parish of Chilton
  2. Priority to applicants who have a local connection to the adjoining parishes of Chilton
  3. Priority to applicants who have a local connection to the wider County Durham
  4. All local connection restrictions will then be waived.

Local connection will be defined as any applicant who has resided in the above areas (in order) for a period of 3 years or more.

Local Letting Policy 4

PROPERTIES COVERED BY POLICY

Properties within the following area will be allocated via this Local Letting Policy:-

  • 4 x 2-bedroom Tyneside Flats, consisting of 2 ground floor flats and 2 upper floor flats at Seaham Garden Village, Seaham

CRITERIA

Properties within the specified area will be let in line with the following criteria:-

The development is subject to a planning agreement with Durham County Council meaning that homes will be through the Durham Key Options Letting Policy to a qualifying person(s) over the age of 55 years.

In addition, the applicant or a member of the applicant’s household who is to be rehoused with them must have a local connection.

Local connection being determined as:

  1. Currently living in County Durham or have left County Durham within the last six months, and have lived there for a continuous period of 12 onths before their application date of the date they left the area, or
  2. Living outside the area now and support or need support from someone who has lived in County Durham for at least 2 years, or
  3. In continuous full time or part time work (at least two full days per week) in County Durham for at least 12 months before their application.
  • No households with children under the age of 18 will be considered for the properties.
  • Applicant(s) will not be considered if there are any serious records of ASB in the last two years or if the applicant(s) hold any relevant unspent convictions (as set out in the Durham Key Options Letting Policy).
  • All applicants will be considered in line with Karbon Home’s Allocation Policy when deciding to make an offer.
  • Karbon Homes may on occasion consider applicants who are not in the highest priority band when such consideration is necessary to support the establishment of a balanced and sustainable community.
  • For the two 2-bedroom ground floor flats, priority in the first instance will be given to Band 1 Urgent Medical needs, which has been awarded to applicants requiring non-adapted ground floor accommodation.  Priority will then be given to Band 2 Medical needs which has been awarded to applicants requiring non-adapted ground floor accommodation.  If there are no suitable applicants, then Karbon Homes will consider applicants over the age of 55 in priority band order who do not require any adaptations.
  • For the two 2-bedroom upper floor flats, priority will be given to those aged 55 years or over in Band 3.  If there are no suitable bid, those over age 55 years in Band 4 will be considered.
